We are proud to announce that Chloe Chan, our Resilient Readiness intern, has been selected as a 2026 recipient of Stanford University’s Rising Bird Fellowship, a program that supports emerging leaders committed to public service, community engagement, and social impact.

Since joining CRC in August, Chloe has played a key role in advancing the Resilient Readiness program, working closely with residents and partners in North Fair Oaks, Belle Haven, East Palo Alto, and San Bruno to strengthen disaster preparedness at the community level. Her work has supported outreach, workshop planning, and on-the-ground engagement designed to ensure communities have the tools, knowledge, and connections they need to prepare for and effectively respond to emergencies.
During the fall, Chloe worked alongside our Resilient Readiness Program Manager, Chase Donnell, and community partners to better understand how effective disaster preparedness depends on strong collaboration between local governments, community-based organizations, nonprofits, and residents. Reflecting on her experience, Chloe shared that working with CRC has reshaped how she thinks about public service.
“Supporting CRC’s mission has shown me what collaboration should look like,” Chloe said. “CRC brings together governments, community-based organizations, and community members to strengthen disaster preparedness and ensure local priorities are heard.”
Chloe is especially looking forward to continuing her involvement in upcoming disaster preparedness workshops, where she plans to deepen relationships with residents and apply what she’s learning through both CRC and the Rising Bird Fellowship.
“I’m excited to keep learning from the community,” Chloe said. “Preparedness is about trust, and that trust is built over time.”

The Rising Bird Fellowship recognizes students who demonstrate a strong commitment to leadership and civic engagement, and provides mentorship, resources, and a cohort of peers dedicated to creating positive change. Chloe’s selection reflects both her academic promise and the meaningful contributions she has already made through her work at CRC.
We look forward to the amazing work Chloe will achieve as a Rising Bird Fellow and are grateful for the energy, insight, and dedication she brings to Resilient Readiness and the communities we serve.
